We seek to strengthen the capacities and resilience of the people and communities we work with, so they are better prepared to face future challenges. The Community Development Facilitator (CDF) position is offered as part of an apprenticeship program, designed to provide practical, hands‑on experience in rural development while building professional skills. The CDF will support Cordaid’s implementation of the Rwanda Dairy Development Project (RDDP2), with a focus on liaising with stakeholders and partners in the District. The candidate is a motivated professional with solid technical skills in rural development, eager to learn and grow through apprenticeship, and comfortable working closely with dairy farmers and stakeholders in the dairy sector. 

Key Duties & Responsibilities

Capacity strengthening 

  • Train and mentor cooperatives, farmer groups, and savings groups on governance, financial literacy, and business skills 

  • Support organizational development and leadership structures 

  • Promote inclusive participation (women, youth, excluded groups) 

  • Demonstrated interest in dairy development in Rwanda 

  • Willingness to learn by supporting climate-smart livestock production 

Financial Inclusion and Linkages 

  • Facilitate connections between community groups/cooperatives and formal financial institutions (banks, MFIs, SACCOs) 

  • Promote savings culture and financial resilience 

  • Willingness to engage fieldwork supported by Cordaid with farmer cooperatives, Milks Collection Centers (MCCs), producer organizations, or savings groups 

Advocacy and Representation 

  • Amplify community voices in local decision-making forums 

  • Advocate for policies and services that respond to community needs 

  • Strengthen dialogue between communities and local authorities 

  1. Project Support and Reporting 

  •  Support implementation of projects at community level 

  •  Monitor progress and collect field data (accuracy, timely submission, confidentiality) 

  • Report to project officers on outputs, challenges, and feedback from end project participants. 

Community Mobilization and Engagement 

  •  Build trust and maintain continuous engagement with communities 

  •  Encourage participation in development initiatives 

  • Promote behavior change and collective action 

Integrity and accountability 

  • Handles project resources, data and information honestly and responsibly. 

  • Willing to work in remote areas of Rwanda, adjust to changing schedules, and proactively solve small problems in the field. 

  • Learning mindset: open to feedback, eager to learn from experienced staff and to translate learning into improved practice. 

Requirements

  • Bachelor's degree in agriculture, Crop Science, Veterinary Science, Agribusiness, Agricultural Economics, Management, Rural Development Studies, Business Administration, or related fields. 

  • 6–12 months of relevant work experience (prior fieldwork or project experience is an added advantage). 

  • Excellent command of English and Kinyarwanda (spoken and written) — essential for fieldwork and reporting. 

  • Ideal friendly user of MS Office (Word, Excel, PowerPoint); familiarity with simple online tools/forms (e.g. Kobo, Google Forms) is an asset 

  • Strong writing skills for reports and project proposals. 

  • Good knowledge of the local context and ability to adapt to diverse environments.
